Prison Safety Eyed in Light of Budget Cuts

Guards from Hays, speaking since the Oct. 13 escape of two violent felons at Hays, have said understaffing and long hours have damaged morale among guards and were factors in the escapes of Johnny Mack Brown, 53, and Michael A. Tweedel, 48.

"I'm as comfortable as I can be after a $70 million reduction," Mr. [Brian Owens] said.

House Appropriations Committee Vice Chairman Chuck Martin, R-Alpharetta, questioned Mr. Owens' priorities. "Is it more important to build office space or to compensate these correctional officers?" he asked.

Commissioner Owens, who rose to the department's highest post two weeks ago, said he was unfamiliar with that complaint. The new commissioner was appointed in the place of former corrections chief James Donald, who was named to the Board of Pardons and Paroles earlier this month.
