"One of the most important things an integrated crisis center has is first-responder patient advocates," Ms. [Amy Russell] said. "If the patient calls at 2 a.m., this person is there and stays with them through the entire process; that person is pretty much the person's right hand."

Whitfield County, Ga., started the Greenhouse, a home for sexually abused children, in 1995. Since its opening, the district attorney's office has worked with Hamilton Medical Center's sexual assault nurse examiners on cases.

A 2-year-old law removes any immediate requirement for prosecution by sexual assault victims. The new law helps tremendously, Ms. [Elaine Bradway] said, by offering victims the opportunity to have an exam and then take time to consider if they want to press criminal charges.

"That's a big decision. Some victims, most, are fearful of the perpetrator," she said.
